Born in Macao in 1949, Dr Lam Kam Seng Peter worked in the import and export business in Hong Kong in his early years and later returned to Macao to set up his own business. Over the past three decades, he has been playing an active role in the socio-economic development of Macao.

Dr. Lam has played and still is playing a prominent role in many political and social bodies. Once a member of the Macao Basic Law Consultative Committee, he is currently vice president of the Macao Basic Law Consultative Committee. He was the Selection Committee for the First Government of the Macao SAR, as well as the 2nd, 3rd 4th, and  5th Election Committee of the Chief Executive of the Macao SAR. He was a member of the Executive Board of the Macau Cooperation and Development Foundation from 1998 until 2001 when he was an appointed member of the Administrative Committee of the Macao Foundation. In 2011, he became vice president of the Macao Foundation and president of the Macao Science Center Limited. In 2015, he was an appointed member of the Trustees Committee of the Macao Foundation. In 2013, he was appointed into the Executive Council of the Macao SAR government. In 2016, he was appointed as vice president of the Council for Science and Technology of the Macao SAR government. In 2019, he was appointed as the Chairman of the Board of Directors of Macau Urban Renewal Limited, S.A.. He was member of the 10th to 12th National Committee of the Chinese People’s Political Consultative Conference (CPPCC). He is also vice president of the Board of Directors of the Macau Basic Law Promotion Association.

Dr. Lam devotes himself to the philanthropy as well as the economic and cultural well-being of Macao. He is vice president of the Board of Directors of the Macao Chamber of Commerce, vice chairman of the Macao Tung Sin Tong Charitable Society, vice president of the Charity Fund From the Readers of Macao Daily News, vice president of the Board of Directors of the Kiang Wu Hospital Charitable Association, founding president of the Macau Tong Chai Charity Association, chair of the Fiscal Committee of the Chinese Cultural Exchange Association, and president of the Macao Lotus Cultural Association.

Dr. Lam also spares no effort in promoting the education of Macao. He is a board member of several reputable middle schools in Macao, as well as a council member of Huaqiao University and the Macau University of Science and Technology (MUST). At the University of Macau (UM), he has served as a member of the University Assembly (since 2006), member of the University Council (2007-2010), its second vice-chair (2010-2014), and its chair (since 2014). In 2016, he became the Chair of the Trustees Committee of the University of Macau Development Foundation. During his term, Dr. Lam has rendered his full support to the advancement of UM in various aspects and made tremendous contributions to the socio-cultural and higher education development of Macao.

Because of his outstanding achievements in various fields, he was awarded a Medal of Merit – Industry and Commerce in 2001 and an Honourable Medal of Silver Lotus Flower in 2009 by the Macao SAR government. In 2010, he was conferred an honorary doctorate of Business Administration by MUST.
